HPS Proposed Renovation

In the Fall of 2023, the Hollis School Board discussed the trend of consistently increasing student enrollment. They had been tracking the data for several years. It was decided that a committee was to be formed to study the implications of the rising numbers. Since January 2024, the Enrollment Committee has been charged with helping Hollis Primary School navigate the needs created by their increased enrollment. As a result of their extensive work, the town of Hollis will vote on a proposed expansion of the building in March 2026. For more detailed information about the process that has led us to this point, please refer to the Hollis Enrollment Committee Webpage.

A steady rise...

In the 2025-26 school year, the Hollis Primary School has approximately 400 students enrolled. This has increased from an average enrollment of 340 students in the last decade. By the 2035-36 school year, that number is projected to increase to approximately 430 students.

In just 4 phases...

If the proposed addition is approved, construction will proceed in four distinct phases- each designed to be as unobtrusive as possible to the learning environment.

Spring 2026 (teal)
An upgraded septic system is to be installed to properly serve a larger building

Summer 2026 (purple)
The main office and other smaller spaces will be renovated in the current building. The boiler, electrical, propane and parking lots will all be serviced.

2026-27 School Year- 14 months (green)
A majority of the addition will be built without disrupting current school affairs.

Summer 2027 (orange)
Final internal renovations will be completed for the new main office. Driveways will be paved, painted, and finalized.

Tell me more about the expansion...


Simply, HPS has run out of space. For the 24-25 school year, the Library was folded in favor of adding three classrooms and remains as so. The Enrollment Committee tediously explored a variety of options (including moving a grade level to HUES and portables, to name a few) to help solve this problem. After much exploration and discussion, the Enrollment Committee came to a consensus to propose a 18,950 sq. ft. addition to be built where the garden currently resides. The new space will be outfitted with:

  • Right Sized Library
  • 5 new classrooms
  • Main Office Suite with a conference room and appropriate number of offices

  • New kitchen

  • A full size multi-purpose gymnasium with additional storage
  • Intervention and instructional spaces
  • Upgraded and accessible entrances and egresses
  • Streamlined and additional bus and carpool lanes

The Financials

We recognize the implications this project will have on our community members. We appreciate your longstanding commitment to exemplary public education. Ultimately, it is our longstanding commitment that attracts so many families and creates a need to grow our buildings and staff. 

Total Cost: $19,384,375
Bond: T
his project is amortized over 25 years. At the current rate of 3.5%, Hollis taxpayers will pay $0.16/$1000 in taxes in FY27, which amounts to about $123 for the average Hollis household. FY28 will be the most expensive year in the 25-year bond. That year, we can reasonably predict that the cost will be $0.49/$1000, which equates to about $365 that year. Each proceeding year the cost will decrease. Simultaneously, some debts from prior bonds will fall off of our taxes resulting in additional decreases.

HSD Enrollment Committee 25 Year Bond Payment Graph

This graph shows the total annual payments (principal & interest) of the proposed bond based on the most current New Hampshire Municipal Bond Bank estimate. Final rates will not be set until the July Bond sale. FY27 represents an interest only payment as is standard practice in the first year of a municipal bond. FY28 is the largest payment as moving forward principal amounts stabilize and interest decreases.

The Hollis School District is currently paying down long term debt on three projects.  These are shown in the graph above in red (HSTEP), Yellow (HSMART) and Green (HCAP).  These debt payments will be complete in FY27, FY30 and FY33 respectively reducing the debt burden on the district.
